Our Story

Founded on a Simple Observation

Naungan Law grew from the recognition that many Malaysians reach retirement carrying unresolved questions about their pension entitlements. The EPF/KWSP system, government pension regulations, and the appeal processes that surround them are not straightforward for most people to navigate without legal knowledge.

The firm was established in Kuala Lumpur to address that gap — not with urgency or pressure, but with the kind of measured, unhurried attention that complex personal matters deserve. From our office in Menara Bangkok Bank, we serve retirees, near-retirees, and the families supporting them from across Malaysia.

The name Naungan reflects our intent: to offer shelter and protection for something that represents a lifetime of contribution. Every person who walks through our door carries a story worth taking seriously.

Our Mission

What We Are Here to Do

Our mission is to give individuals a clear, reliable point of contact for pension legal matters — one that communicates in plain language, moves at a pace suited to the client, and keeps them informed at every stage.

We do not take on every type of legal work. Pension matters — from entitlement reviews to formal dispute representation — are what we know in depth, and that focus is deliberate. Clients come to us because they want a firm that has spent the time to understand the detail of this particular area of law.

Our Standards

How We Conduct Our Work

The standards we hold ourselves to are not just regulatory requirements — they reflect how we believe legal representation should be delivered.

Malaysian Bar Registration

All practising solicitors hold current Annual Practising Certificates issued by the Bar Council Malaysia and comply with the Legal Profession Act 1976.

Professional Indemnity Cover

The firm carries professional indemnity insurance in accordance with the Bar Council's requirements, providing an additional layer of protection for clients.

Solicitor-Client Privilege

Before any work begins, we issue a written engagement letter that sets out the scope of work, fees, and expected timeline. Nothing starts without your agreement.

We handle all personal data in accordance with the Personal Data Protection Act 2010. Your information is collected only for the purposes of your matter and retained securely.

Continuing Legal Education

Our team participates in regular Bar Council CPD programmes, with particular attention to changes in EPF, KWSP, and government pension legislation as they arise.

Pension Legal Services in Kuala Lumpur

Naungan Law is a Malaysian legal practice working exclusively in the area of pension matters. This focus means our team maintains a current, detailed understanding of the Employees Provident Fund Act 1991, the Pension Act 1980, and the related regulations that govern what contributors and pensioners are entitled to receive.

The pension landscape in Malaysia has developed considerably over the decades since EPF was established. The interplay between EPF contributions, government pension entitlements for civil servants, supplementary retirement funds, and employer obligations creates a framework that even experienced administrators can find difficult to interpret consistently. For individuals — particularly those who are newly retired or facing a change in their pension payments — the path to clarity is not always obvious.

Our work is centred on three types of engagement: entitlement reviews that give clients a written picture of where their matter stands; dispute representation for matters that have reached a formal stage with EPF, a government pension authority, or the relevant tribunal; and comprehensive packages for complex situations that require sustained involvement over months rather than weeks.

Clients come to us from across Malaysia — from the Klang Valley, from Johor and Penang, from Sabah and Sarawak. Many prefer to handle matters remotely, and our processes accommodate this. Others value the opportunity to meet in person at our Jalan Ampang office, where we set aside sufficient time for a thorough conversation without the pressure of a time-limited appointment.

We work with retirees, near-retirees, the families of deceased pensioners pursuing survivor entitlements, and employees who wish to understand their position before they leave service. In each case, the aim is the same: a clearer picture, explained in language that makes sense, with the next steps laid out in a way that allows informed decisions.
